National Financial Inclusion Strategy (NFIS)

Bangladesh is committed to developing its National Financial Inclusion Strategy (NFIS). Alliance for Financial Inclusion (AFI), an initiative of G20, has been encouraging the development of Financial Inclusion Strategy for its member countries. Bangladesh, being an active member of this network, has signed the Maya Declaration in 2014 and committed to developing an NFIS for Bangladesh. The Government of Bangladesh has requested DFID to assist in developing a NFIS for Bangladesh through the BFP-B Project.

Dialogue on NFIS, February 2016

BFP-B jointly with BFID of Ministry of Finance and Bangladesh Bank organised a ‘Dialogue on National Financial Inclusion Strategy Development for Bangladesh’ on 13 February 2016.  The dialogue hosted representatives from different government ministries, regulators, apex organisations, banks, non-bank financial institutions, microfinance institutions, chambers of commerce, banking, microfinance and insurance associations, development partners and international organisations.

The Chief Guest was Mr. Md. Abul Kalam Azad, Principal Secretary, Prime Minister’s Office, and the Guest of Honour was Dr. Atiur Rahman, Governor, Bangladesh Bank. Dr. M Aslam Alam, Secretary, Bank and Financial Institutions Division, Ministry of Finance, and Dr. Shahjahan Mahmood, Chairman, Bangladesh Telecommunication Regulatory Commission were Special Guests at the event. The event was chaired by Mr. Shitangshu Kumar Sur Chowdhury, Deputy Governor, Bangladesh Bank.

The dialogue was the stepping stone towards National Financial Inclusion Strategy development. The event brought together all relevant stakeholders to create a common consensus on the status of financial inclusion and a need for a national strategy. The event also provided the platform for the stakeholders to share perspectives on the formulation of the national strategy.

International expert Dr. Nimal A. Fernando, representing Alliance of Financial Inclusion (AFI), shared the relevant global best practice in national financial inclusion strategy development. Dr. Faisal Ahmed, Senior Economic Adviser to the Governor, Bangladesh Bank, Mr. Anir Chowdhury, Policy Advisor, a2i Programme, Prime Minister’s Office, presented papers.

A panel discussion was held with Mr. Md. Quddus Khan, Member, Insurance Development & Regulatory Authority Bangladesh, Mr. Amalendu Mukherjee, Executive Vice Chairman, Microcredit Regulatory Authority, Mr. M. Nurul Islam, Regional Senior Vice President & Head of Bangladesh, Nepal, and Myanmar, MetLife and Mr. Anis A. Khan, Chairman, Association of Bankers, Bangladesh. The panel discussion was moderated by Dr. Binayak Sen, Research Director, Bangladesh Institute of Development Studies.
